MOSCOW, September 21, 2026: President Vladimir Putin’s political system is set to retain overwhelming control of Russia’s lower house of parliament after the ruling United Russia party won nearly 58% of the national party-list vote.

Russia’s Central Election Commission said that with more than 95% of votes counted, United Russia had received 57.83%.

That represents a substantial increase from the 49.8% officially recorded for the party in the previous State Duma election in 2021.

Preliminary calculations by election authorities indicate the party will hold 355 seats out of 450 in the ninth State Duma.

If confirmed, that would give United Russia considerably more than the 301 seats required for a constitutional majority.

With more than 95% of ballots counted, the preliminary nationwide party-list results were approximately:

The Communist Party remained a distant second, while the nationalist LDPR and New People followed.

A Just Russia was hovering very close to the 5% threshold required to obtain proportional-representation seats, although it could still win constituency seats irrespective of the party-list threshold.

The percentages may move slightly before the final certification because counting and legal procedures remain incomplete.

United Russia Projected to Win 355 Seats

Russia uses a mixed voting system for the State Duma.

Of the chamber’s 450 seats:

  • 225 are allocated through nationwide party lists.
  • Another 225 are decided in individual single-member constituencies.

United Russia performed strongly in both parts of the system.

The Central Election Commission said its candidates were leading in 208 of the 225 single-member districts as the count approached completion.

When those constituency victories are combined with seats obtained through the national party vote, officials project a total of 355 seats.

That is well above the 301-seat constitutional-majority threshold.

A constitutional majority allows the governing bloc to approve certain constitutional legislation without relying on opposition parties in the lower chamber.

Why Calling United Russia “Putin’s Party” Needs Context

United Russia is frequently described internationally as Putin’s party or the pro-Putin ruling party, because it forms the main parliamentary foundation of his government and strongly supports his domestic and foreign-policy agenda.

More precisely, it is Russia’s governing political party and the dominant pro-Kremlin force in parliament.

The party publicly backs Putin, but the president himself is not simply running as its parliamentary candidate.

For factual reporting, “Putin-aligned United Russia”, “pro-Putin United Russia” or “the Kremlin’s ruling party” are the clearest descriptions.

Reuters described the party as Russia’s ruling pro-Putin party in reporting the near-complete result.

Putin Presented Election as Test of Wartime Support

The election carried unusual political significance because it was Russia’s first State Duma vote since Putin ordered the full-scale invasion of Ukraine in February 2022.

Putin had presented the election as an indication of national unity and support for the direction of the country during the war.

Reuters reported that the president had cast the vote as a test of public support for the conflict.

The Kremlin therefore has a strong political incentive to present United Russia’s near-58% share as evidence of continuing public backing.

However, interpreting the result as an unrestricted measurement of Russian public opinion requires important qualifications.

The election took place in a political environment in which organized opposition to the war and to Putin has been sharply constrained.

Anti-War Opposition Largely Absent

The Associated Press reported that the Kremlin tightened restrictions on political opposition before the vote.

Russia’s liberal Yabloko party, the only registered national party openly criticizing the war, was removed from the nationwide party-list ballot by the Supreme Court before the election.

It was permitted to field only a limited number of candidates in individual constituency races.

Other anti-war politicians have been jailed, disqualified from running or driven into exile.

Several of the opposition parties that remain represented in parliament criticize individual government policies but generally support major Kremlin initiatives and have avoided directly challenging Putin over the war.

For that reason, international reporting has characterised the election as tightly controlled and lacking the level of political competition normally associated with fully competitive multiparty elections.

No OSCE Election Observation Mission

Russia did not invite observers from the Organization for Security and Cooperation in Europe, or OSCE, to monitor the parliamentary vote.

The Russian Foreign Ministry has accused the organization of double standards in its treatment of Russia.

The OSCE Parliamentary Assembly said Moscow’s decision breached commitments associated with Russia’s membership of the organization.

The absence of an OSCE mission reduces the amount of independent international observation normally available for assessing electoral procedures.

Official Turnout Exceeds 59%

Central Election Commission chief Ella Pamfilova said turnout exceeded 59%.

She described it as the highest turnout in a parliamentary election in more than a decade.

More than 3.6 million people also voted electronically, according to Russian government figures.

Electronic voting was available in a number of regions and was strongly encouraged by authorities.

Critics of Russia’s electronic voting system have questioned the transparency of the process, while election officials maintain that the system is secure.

Voting Also Held in Occupied Ukrainian Territories

The election was not confined to Russia’s internationally recognised territory.

Voting was also organized in Crimea and in parts of Donetsk, Luhansk, Zaporizhzhia and Kherson regions controlled by Russian forces.

Russia claims those territories as part of the Russian Federation.

Ukraine and most of the international community reject the annexations.

Crimea was annexed by Moscow in 2014, while Russia declared the annexation of the other four regions in 2022.

Kyiv condemned the parliamentary voting conducted in those areas as illegal.

AP journalists reported seeing an armed Russian soldier near voters at one polling station in Russian-held Donetsk.

The status of voting in occupied territory is therefore an important part of the international controversy surrounding the results.

United Russia Improves Substantially from 2021

One of the most politically significant figures is United Russia’s improvement in the national vote.

In the 2021 State Duma election, the party received approximately 49.8% of the party-list vote.

Its preliminary 2026 result of 57.83% represents an increase of roughly eight percentage points.

Despite years of war, sanctions, military spending and domestic economic pressure, the officially reported result therefore shows the ruling party increasing rather than losing electoral support.

The Kremlin is likely to use that outcome to argue that the political system remains stable despite the costs associated with the war.

Critics will counter that the absence of meaningful anti-war competition makes direct comparisons with competitive democratic elections problematic.

Both points are important when interpreting the result.

Communist Party Remains Second-Largest Force

The Communist Party of the Russian Federation, or CPRF, remained Russia’s second-largest parliamentary party.

Its national vote was around 13.8%.

That is far behind United Russia but still comfortably ahead of other parliamentary groups.

The CPRF sometimes criticizes government economic and social policy and retains a distinct voter base.

However, it has generally avoided directly challenging Putin on the central question of the war in Ukraine.

AP reported that both Communist and Yabloko representatives complained that some of their election observers were prevented from entering polling stations.

LDPR Takes Third Place

The nationalist Liberal Democratic Party of Russia, or LDPR, was running in third place with roughly 9%.

Despite its name, the LDPR is a nationalist party rather than a Western-style liberal organization.

It has long supported a hard-line Russian foreign policy and generally backs Kremlin security and military priorities.

New People Keeps Parliamentary Presence

The New People party was receiving around 8%, putting it in fourth place.

The party markets itself as a more modern and business-oriented political force and attracts some voters dissatisfied with traditional establishment parties.

However, it operates within Russia’s permitted political system and has not become a major institutional challenger to Putin.

A Just Russia Near the 5% Threshold

A Just Russia — For Truth was hovering around the 5% nationwide threshold as counting continued.

At one stage with around 90% of ballots processed, official figures placed the party at approximately 4.95%.

The final percentage therefore matters for its entitlement to nationwide proportional seats.

Even if it finishes below 5%, candidates who separately win individual constituencies can still enter the Duma.

Early projections showed several A Just Russia candidates leading in constituency races.

Election Held During Massive Drone Attacks

The final day of voting was overshadowed by one of the largest Ukrainian drone attacks on Russia since the war began.

Russian authorities said more than 1,000 drones were intercepted during the broader Sunday assault, while hundreds targeted Moscow and the surrounding region.

The Moscow Oil Refinery was among the sites hit.

Three people were reported killed in the Moscow region.

Russian authorities accused Ukraine of attempting to disrupt the election.

Ukraine has acknowledged major long-range strikes on Russian infrastructure but has characterised its campaign as targeting facilities supporting Russia’s war effort.

The attack placed the Ukraine war directly into the final hours of the parliamentary campaign.

Cyberattacks Also Reported During Election

Russian election authorities also reported large-scale cyberattacks against digital election infrastructure.

Pamfilova said election-related networks had faced numerous distributed denial-of-service attacks during the voting period.

Russian authorities did not publicly provide independently verified evidence identifying who was responsible for all of those attacks.

They nevertheless described the 2026 vote as one of the most technically challenging elections they had administered.

What Does a Constitutional Majority Mean?

The projected 355-seat United Russia bloc matters because it is far larger than an ordinary parliamentary majority.

A basic majority in the 450-member State Duma requires 226 seats.

A constitutional majority requires at least 301.

United Russia is projected to clear both comfortably.

That gives the ruling party enough votes in the Duma to pass normal legislation without help from any opposition group and enough seats to approve certain constitutional measures in the lower chamber.

Russia’s Federation Council, the upper chamber, has separate constitutional roles.

The election therefore does not alter the broader political reality in Moscow: the Kremlin will continue to face little legislative resistance in the Duma.

Why the 355-Seat Projection Is Significant

According to the Central Election Commission, the preliminary distribution would give United Russia 355 seats.

If confirmed, AP reports that this would be a record high for the party.

That would surpass even earlier periods when United Russia already dominated the chamber.

The size of the victory is therefore important not simply because the party retained control, but because official results show its control becoming stronger.

Does This Mean 58% of Russians Support the Ukraine War?

Not necessarily.

That conclusion would go beyond what the election data can establish.

Putin and the Kremlin framed the election as a test of support for the war.

United Russia’s official result certainly provides the government with a political argument that its direction remains popular.

But voting behaviour can reflect many factors, including party loyalty, regional patronage, local candidates, access to state media, political restrictions and the absence of competing anti-war choices.

The election should therefore be reported as a strong official victory for the ruling party, not as definitive proof that a particular percentage of Russians supports every aspect of the Ukraine war.

Final Result Is Still Pending

Although the result is no longer in serious doubt, the figures remain formally preliminary.

More than 95% of polling-station results had been processed when the Central Election Commission announced the 57.83% figure and 355-seat projection.

Pamfilova said the final results are expected to be formally announced on Friday, September 25 after remaining ballots and required procedures are completed.

That means percentages and a small number of seat allocations could still change.

United Russia’s overall victory and constitutional majority, however, are already effectively secured based on the near-complete count.

What the Result Means for Putin

Putin was not personally standing for election to the Duma.

However, politically, United Russia’s performance strengthens the parliamentary structure supporting his presidency.

The party provides the votes needed for the Kremlin’s domestic agenda, budget priorities, defence spending and major legislative initiatives.

A 355-seat majority would allow Putin’s government to proceed without needing support from nominal opposition parties in almost any lower-house vote.

The Kremlin can also present the election as evidence that the political system has remained stable despite four years of full-scale war, Western sanctions and increasingly frequent Ukrainian strikes inside Russia.

At the same time, the tightly controlled political environment means the result will continue to face questions outside Russia over the degree to which voters had access to meaningful alternatives.
